A native of Grove, Oklahoma, Chief Stout joined the Navy in July 1992. After completion of Basic Training in Great Lakes, Illinois he reported to the Armed Forces School of Music in Little Creek, Virginia for the Basic Course of Instruction. He reported to Navy Band Sixth Fleet in Naples, Italy in 1993 where he served as a Saxophone and Flute Instrumentalist and was a member of the Jazz Ensemble. In August 1995 he transferred to Navy Band Great Lakes in Great Lakes, Illinois. He reported to Navy Band New Orleans in 2000 where he was Unit Leader of the Reception Combo. His next assignment in April 2003 was at the Armed Forces School of Music where he served as Saxophone Instructor, earned his Master Training Specialist(MTS) designation, and served as Auxiliary Security Force(ASF) Coordinator, in September of that same year he attended Musician "C" School where he received advanced instruction. Following "C" School he reported to Navy Band Southeast in Jacksonville, Florida in May 2009 where he served as Unit Leader and Leading Petty Officer, he was selected to Chief Petty Officer in September 2011. In January 2012 he reported to SEVENTH Fleet Band where he currently serves as Leading Chief Petty Officer for the Contemporary Entertainment Ensemble "Orient Express". His personal awards include: Navy and Marine Corps Commendation Medal(2 awards), Navy and Marine Corps Achievement Medal(3 awards), Navy Good Conduct Medal(5 awards), National Defense Service Medal(2 awards), Global War on Terrorism Service Medal, and Overseas Service Ribbon(2 awards).
